Kevin,
It seems like Robbert's problem with the sysManage is different than
the siteManage problem (which is more common).
The siteManage problem seems to not occur if you first go to
the siteadmin for the site you are going to delete, click on
the "Site Settings" so save them. And then go ahead and delete it.
That's taken care of 95% of the missing siteadmin problems I have
experienced.
If the siteManage does break, it actually now only take me about 5
minutes to fix using the method at:
