To be honest, I don't really understand the sentences in the context (maybe
it's because I'm not a native speaker?).
Either your ISP is very incompetent by providing you a false network or the
ISP tried to give you the right information but failed to explain them to
you. If the first is true, find another ISP. If the latter is true, please
provide us the whole mail that informs you about the network they assigned
to you and we might find out where the error was made.
Try http://www.learntosubnet.com/ for some insight, afterwards you may lart
your ISP because you know what you are talking about... ;)
