Daryll, that is really the network your ISP has assigned to you?
Either they're incompetent or they have invented something new. /29 as
netmask means that the starting address needs to be something multiple 8 (so
the raq is correct, 96 is a valid network address, 104 as well - 100 is not)

Except for the 100-107 range this is correct (but some ISP use the last
usable network address as Gateway address, not the first).

Wont work, you can't move the "network window" to your liking, it is fixed
to a multiple of 8 (0,8,16,24,32...88,96,104,112...248).
Daryll, I advise you to ask your ISP for the correct information. If he
still gives you 207.142.10.100/29 as the correct _network_ address, there's
something wrong and you should try to reach someone with a little bit more
technical knowledge.
