Possibly.  Unless you tell us your c-class (the first three quatrains)
and your netmask (what you type into your computers as "netmask") I
can't tell for sure.  If you don't want me to know (which is
ridiculuous; I could do a traceroute or a ping and find out) then you
can always do a visual traceroute (I think it's visualroute.com or
something similar); it'll tell you who owns your netblock.

Inevitably you're responsible; I think you've learned that.

One good lesson is to always test for open relays yourself before asking
a spam-blocker to test for you.

However, based on some inconsistencies I've noticed in your post I feel
compelled to add, with all due respect and no personal vendetta
intended, that one must NEVER tell even the slightest lie on a mailing
list or news group when asking for help.  Even the littlest indication
of non-truth makes us think twice.  On the Internet, where anyone can be
a dog (or a beauty), we literally ARE what we speak.
