A little off topic but necessary i feel..
Simple facts from the vendors perspective..

It is very difficult to pursue verification of client details from the other
side of the world.. at best it's hardly cost effective and if the deal goes
pear shaped the vendor will be charged back without recourse and possibly
fined also..

if a vendor is not able to positively verify all details don't ship is the
best option.. we have held our own merchant service provider account for
over 27 years, 18 years in mail order of which around 5 online and have
learned a few things - you can't say safe and gready in the same sentance.
