In addition to webhosting I also run retail websites.  We as a policy do not
take international credit cards from countries other than England and
Canada.  The reason for this is that the international fraud is way too
high.  Last year alone we had almost 70% international fraud rate from
countries other than Canada and England.

Most smaller retail sites simply do not have the ability to deal with all
the international fraud.
