At some point you will run into a limiting factor ... your web browser. 
I've successfully added up to about 2500 users on a Cobalt Qube2 but at 
around that point my web browser (netscape 4.5 [win32] at the time) was 
unable to store the form field with any more usernames and would crash when 
loading the list. If I tried to -send- more by cutting and pasting into the 
field when it was empty, Netscape only appeared to send about 2500 of them, 
truncating the rest.

Each browser is going to have different buffers setup for form fields, and 
each version of each browser may also be different.
