Mozilla can probably handle it... Gecko owns large layouts and form
elements, etc.
But, I would say if you've got 17,000 people you're probably at the level
that you are going to need to be engineering a better solution. Web
based-management may not be the best way to go. Further, you're going to
have to deal with bounced messages, etc., at a much higher level...
especially if you are sending SPAM.
