As an alternative don't use the GUI and add the email addresses directly
to the file containing the list of addresses (one per line, no commas
needed).  Then you can store a nearly-infinite # of addresses.  You can
certainly get around whatever form field byte limit is imposed by a
browser by avoiding the browser.  If you need a GUI for adding addresses
write one that does not list all of the existing addresses in a single
<textarea> element.  It's not like that's useful anyway (if that's what
Cobalt's GUI does) for large lists since you'd never be able to find an
address to remove anyway.
