the  safe way to suppend a site and  not get in legal  in all states is  to
put a   message  that  simply  states this site is presently not available
please contact  tech  support  @  what ever number  if you you need  further
help 
 this will cause the  client to call you  and then  you can discuss the
problem with them and  not  violate  any law  of any of the states
