Perhaps "illegal" is too strong a word.

I was going to write you and let you know it wasn't a good idea to
explain the reason you were suspending the site.

I chose not to.

Perhaps I was wrong.

Collection law is quite specific, does vary from state to state, and in
many states if you don't follow the law you lose your right to collect.

IANAL, but OPMA (other penalties may apply <wry grin>).
