Cobalt never planned nor promised a web front end to the UPS software. As
far as Cobalt is concerned, there is nothing to finish. I'm not quite sure
where you would need one in any case... it's something you set up when you
are physically with the RaQ 3 (thus the LCD interface) and I'm not sure why
you would reconfigure anything remotely. It's hard to unplug a UPC from
3000 miles away.

I think the point is that most UPS software
provides an easy-to-use interface for configuring
the various settings, like: shutdown at %, shutdown at time,
logging, alerts, etc.

The original poster was, I think, quite reasonably asking
for the same level of support as they could get on practically
any other platform ...

Isn't this what the Cobalt sales pitch is all about?
(An easy to use GUI to configure and manage your Linux box.)
