Jeff,
I set up virtual sites all the time and delegate their management to an
admin for that site. They login with website.com/siteadmin and they pop in
their username and password. They are allowed to ad or remove users, and
pretty much do everything including accessing the box via ssh and adding or
removing files, mods etc.
It is one of the best things the cobalt raq does.
