We don't shut down anything first when moving log files. We restart the
services that write to them afterwards, as files that are still open for
writing aren't moved until they're closed. Note that httpd may not be
writing directly to the log files; it may be calling syslogd to write
them.
If in doubt, restarting the whole system will of course restart
everything. (though it's not required if you know you've restarted all
the daemons you need to restart.
