I'd be right upfront with them...explain their abuse, cut the refund check
and hope they get the hint.
Don't even think about denial of service...your company accepted the
check, your company didn't terminate their contract. Maybe you need to
create a mechanism to remind yourself of bad actors and take action before
the bean counters.
