When I owned an ISP (sold my last one November of 2000) I would have
done the same thing.  Keeping the network viable and myself out of the
blacklists would be my first concern.

If he was in the U.S. this would NOT have helped, had there been a
reasonably well-written TOS.

I'd have let him back on to my service only after he paid my costs in
cleaning up the mess that came through HIS machine.  There IS such a
thing as responsibility.

We do that.  AFTER we disconnect.  So does everyone else I know.  I bet
most of us on this list do the same.
