Well that may be, but I do know of an ISP in town that killed a client I had
as a web dev, not hosting that sent some unsolicited mail. They took ONE
complainer and blocked him, then proceeded to say they would block me just
because I did the site. So maybe the blacklist maintainers are responsible,
not everyone is.

Anyone who does NOT automatically, immediately and permanently boot anyone who spams is supporting spam and deserved to be blacklisted until they learn that such behaviour is unacceptable.

Most responsible providers have T&C that stipulate you will get terminated on the first offence, and will not only not get a refund but also be liable for whatever costs the provider incurs in clearing up the problem.
