That's because your RaQ thinks it's handling mail for the domain. 
Remove all mentions of it from "Host Domain Alaises" under "Control
Panel | Services | Email Server".

Since the RaQ thinks it's supposed to be handling email for the domain,
it hands it off to the "local" mailer (probably procmail) which just
delivers it to a local username that's the same.

Yes.  All the time.  It's a typical misconfiguration in Linux boxes when
people really don't understand how email works.

It's not.  You can enable it.  It won't help.  The Raq will still think
the domain is local until you remove it from the list of local domains.
