"Correct" as in standards compliant? "Responsible" as in someone will get hurt if you don't?
Many of the RFC's say at the top: "This memo does not specify an Internet standard of any kind.". That includes RFC1912.
If it is not a standard, then it is not as standard. That's *my* last comment on the issue.
