I sure hope you have a backup!
I really don't know how you can recover!
Perhaps someone has the answer?

If you have a backup you could try to restore the /web directory.
Maybe "touch /home/sites/siteX/web" to create a directory
and then create the link, and finally restoring the /web directory.

P.S. Are the other users /web directories there?
