Sympathizing with your position but I'm offering another view... I believe
it's pretty common practice when suspending a site to continue to provide
email, at least for a time.
I'll use myself as an example: Before I got my RaQ and was still renting
space from providers, I was with <ugh>Verio</ugh> and due to a billing
error on their part, they cut off my server. They did leave email active,
however.
How else would they notify me of the cut-off? Which in their case.. they
neglected to do anyway, either impending or otherwise...
I don't believe that a user account should be available when suspending a
site, meaning their web page but certainly, unless there were special
circumstances, like the site you were cutting off getting cut off for being
a spammer for instance, they should continue to receive email service until
the site is taken to the next step: Removal...
I think I agree with Dan in that you *could* be setting up for legal
action, unless you have specifically set out the consequences of
suspension, you could well be liable for lost business etc, should your
client be able to show monetary loss...
If not spelled out in a pre-set agreement that has been publicly or at
least, documentary provable, I suspect you would need to provide a legally
provable presentation of your intent to suspend *all* services to the
client prior to cutting them completely off.
I understand your frustration with what I'm understanding to be a
non-paying client but be careful to not let your frustration put you in a
legal bind..
