No, this is already the case, so the chown won't fix anything...
You probably don't have the permissions on tmp right, i seem to remember
something about that ....
Should look like this..
lrwxrwxrwx 1 root root 9 May 2 03:09 /var/tmp ->/home/tmp
drwxrwxrwt 2 root root 1024 May 5 14:46 /home/tmp
Note the 't' ...
