Now I've read some of the other posts in reply to this and checked the ARIN
site for myself and agree that I'm using old information.

The proposal however is only on hold and not cancelled so I expect that the
co-lo's are only trying to keep there records in order in order that they
don't get haunted by it later.

Personally, I don't see the issue.  There is a limited resource and somebody
has to do something to preserve it until a better solution comes along.
