That might explain why my friends in the UK have had no problems getting
webhosting etc. outside of the UK.

As an aside, what's wrong with Scotland, Northern Ireland and Wales? England
is only one state in the UK [0]

[0] I'm probably being pedantic. I expect you really did mean the UK instead
of just England, but to the Scottish, Welsh and NI, it's an important
distinction ;-)
