Do anyone know how to get this installed?  I have been trying with no luck

Rather that starting from scratch, why not join on of the existing
projects?

There's a nice ticket management system called "Request Tracker":
http://fsck.com/projects/rt/

It uses MySQL as the backend at the moment but they are generalising it to
use any SQL backend.
