If the host doesn't have a merchant account, option number 2 should just
present the customer with the link that the host uses to the credit card
procesor. There is no need to maintain the credir card number on the
server.
If I were writing the code, I'd use a conf file where the host can
code in the values(paths, links, etc.) that would be used.
In my piyfull system, customers who have presented enough bona fides to
warrant paying by check and/or terms are informed of a passworded page
that allows them to finish their order. Others that I don't know get sent
to the url of the rapacious third party processor....since I don't have a
merchant account, I never see their credit card number, it's never on the
server, I don't have to protect it.

If the third party processor/bank knows a scintilla about the hosting
business, they understand recurring charges...that's ONE of the questions
you must ask when you establish a relationship with the provider.
