This information is collected by Active Monitor. Active Monitor
runs every 15 minutes ( assuming the box is up ), and if it can
successfully test a telnet connection it will show up. So, if
you reboot the box that doesn't count for the telnet service
being down. So in order for the status to change it must have
been disabled in the UI and an Active Monitor cycle ran, or
enabled in the UI and a proper connection not made by Active Monitor.
