What exactly do you mean by "can't use" ?

Do you mean:

a) I get a "Connection refused" error.

b) I get a timeout - or just a blank window.

c) I get a login prompt, but can't login.

I would guess that you are experiencing the b) situation. That is most often
caused by a faulty dns setup.
