Looks to me like a proxy/cache problem. Check that
1) you're not connecting via a proxy (transparent or not)
2) there isn't a proxy at your ISP
shit+reload forces a reload, bypassing any cache (including proxies).
If it's the only way to see an updated version of a page, then you
certainly have a brain-dead proxy on your way.
You might also want to check that by telneting in, and checking from
your server. Ie, log on your box, telnet 127.0.0.1 80, and see if
it's better.
