I use a cable modem also. If I installed the cable company browser, it
automatically configures to use their proxy server. I suppose if they wanted
they could configure the network to route every http request through their
proxy server. It's always been my understanding that with Netscape hitting
shift+reload or ctrl+reload reloads the page from the server bypassing any
local or proxy cache. I'm not sure if it means it's a server issue. You
might try to find if somewhere the server is responding with a 304 Not
Modified telling your browser to use a locally cached copy when it shouldn't
be doing that.
