I just read the rest of this thread, and now I can say "no". I
misunderstood, what you were talking about the first time.

NOTIFY is a feature in which the primary server tells all the slaves,
when it a zone has been updated (i.e. they do not have to wait their
refresh time before they update the zone).

It doesn't automatically enable secondary serving for all zones of the
primary server.

Normally I use a small perl script for doing this on the RaQ. It's
very easy to implement, and works great.
