It's a lock file. In otherwords, it's existence indicates to the pop
daemon that the user's mailbox file is locked by another process, not to
touch it.
Since you didn't ask what causes the password rejection, I won't bother
to tell you.
Okay, I will...
In order for the user to get his mail, he has to have free space left
(from his quota) of twice the size of his mailbox at the time. If he
doesn't, his email client will fail, and will get an error from the pop
daemon. Many pop clients interpret this error as a password error
(which it isn't).
