I see in this paragraph what I think is a misunderstanding of what "MX" 
means.  MX records in DNS point to mailservers that receive email; not 
necessary to mailservers that send email.  Having an MX record point to 
a charter.com IP shouldn't be a problem as far as receiving email is 
concerned.

As far as sending email from 68.117.108.42, its's smack-dab in the 
middle of a list of dynamic IP#s at SORBS, and in the ISP Blackholes 
list and other blocklists as well; see:

It's unlikely this IP# would ever be usable for sending email no matter 
what the reverse DNS.
