They did for a day or so recently; it was noted in the computer press and 
the information should be available in archive searches.

But even more important, their DNS servers can get so busy as to time 
out.  When that happens you DO get a permanent error.  My mailing lists get 
multiple permanent failures on good Hotmail addresses EVERY DAY.  I don't 
remove a HOTMAIL address until it's failed for at least 24 hours.  Hotmail 
is the worst of these.  usa.net is next.
