I've had my fun tracking down issues -- I'm no expert, but I do 
find that a good read of the sendmail operator's guide and the
README.  If the RaQ doesn't install the cf readme files, I'd
suggest downloading the appropriate version of sendmail and
browsing the doc directory.

As for giving you an answer, you really haven't given nearly enough
information about what the current condition is when sendmail goes
to rejecting connections.
