Check your /etc/sendmail.cf -- these are all options so you
should see a line with O MaxDaemonChildren for instance.

I suspect it's using SMTP rather than calling sendmail directly
if sendmail switches to refusing connections.
To resolve the issue, you need to understand the MTA, the OS and
the mailing list software. Out of curiosity, what kernel are you
running on the RaQ3?
