I just looked and now I see the problems:
  # load average at which we refuse connections
  O RefuseLA=20
  
  # maximum number of children we allow at one time
  O MaxDaemonChildren=12
  
  # maximum number of new connections per second
  O ConnectionRateThrottle=5
Does that mean load average of 20.0, or of 0.20?  We were definitely
above 0.20.
We were at at least MaxDaemonChildren=12.
I'm now quite sure that throttling SubscribeMe is a good idea <smile>.

It can do either; I really don't remember which was the default.
