You don't have to buy another domain; you can create subdomains of 
nomealaska.org, and host the subdomains on the RaQ as if they were the 
domains you buy.

For example:

cityclerk.nomealaska.org
utiltydept.nomealaska.org

and so forth.

If you set these up on the raq with www as the hostname, and the entire 
subdomain as the domain name, your users will be able to browse to 
these subdomains with or without the www.

Of course you'll have to set up appropriate DNS.

That way each subdomain can have it's own admin and yet they can still 
link to each other and can appear to the visitor as one coherent site.
