Near the end of /etc/rc.d/rc.local, there are 3 or four lines of script that
rebuild /etc/issue and /etc/issue.net each time at startup. You can safely
comment out those lines, and that will stop them from getting recreated each
time. Then, I usually clean out /etc/issue and /etc/issue.net just on
principle ... if I don't know what kind of box I'm connecting to before I
connect to it, I probably don't belong on there anyway. ;)
