I get the same error, I beleive its a problem with the RaQ4 with 550 
software on it.
I have been trying to fix this, but its not exactly priority for me, 
perhaps somebody know how to get this actually working on the server, and yes
LoadModule pam_external_auth_module modules/mod_auth_pam_external.so
is uncommented.
