[cobalt-users] Adding bandwidth limits fails "The attempt to set the bandwidth limit failed"

(thanks to those of you who have responded to my previous questions, your
help has been unsurpassed).

I am attempting to limit the bandwidth of some of the high use sites on a
raq4 running raq550 OS.
These sites run phpnuke and all have between 1000-8000 regular visitors
producing about 1million page views a week so it is vital I get this sorted
asap.

When I attempt to add the limit, I select the IP from the dropdown list
(have tried on all the IP's just in case),
I then enter the amount (in this case 40 (kbps) as a test) and the error
message I get is:
"The attempt to set the bandwidth limit failed. "
Nothing more and nothing less. It doesnt matter what I type there (e.g
numeric only, alpha numeric, from 0-400000000)

My question is, is there anything I can run from the CLI / shell to see what
the problem actually is, or is there something that is commonly forgotten
that I may have missed?

I have searched the archives extensively but have only come up with one
similar item, but it seems it was never answered and it was more to do with
reboots, forgive me if there is something in there that I have missed.
