Find the line like this:
pop-3 stream tcp nowait root /usr/sbin/tcpd in.qpopper -R
in the file /etc/inetd.conf
and add a number after the nowait such as nowait.400 (yes period between them)
That will "allow" 400 connections (or 500 or whatever you put) before
terminating the service. (believe it is per minute).
You will need to either restart inetd or reboot for this to take effect.
