on a RaQ4 it is normal ..

the "/" (root) dir is only used for installed programs .. the running
parameters ar in "/var".
"/var" is very important to not fill up cause there will be written logs
and program parameters,
which couldn't be used if hda3 is full which leads to program fails, but
11% is not to worse about.

maybe you could move some data from "/" to "/home" and make symlinks
from "/home" to "/" ..
in example the manual and doc files are a good data to move without the
risk to smash the box
