This is normally caused by too many resources being used, eg. if you could
do a ps command then you would see heaps and heaps of processes or on a
free command too much memory is being used.
Check for runaway processes that maybe loading up too often, you may need
to keep a close eye on the server as sometimes the runaway process can take
the resources very quickly,
