Actually, the first thing to do would be to decrease the TTL for all A
records involved.  By doing this you create a situation where name service
would only need a short period of time to 'catch up' as name servers across
the net reload data for your zones when requested to do so.  I tend to use a
TTL of 300 (5 minutes) in situations like these and it has worked well.

By this do they mean to bind both the old and new IPs to said sites?

This looks like they're asking to have on IP on one name server and the new
IP on the other name server.  All this will do is break DNS for your zones.

Proicreating sites?  That's an interesting image.

Re: registrar changes, this should be the *FIRST* thing you do.  Making all
the changes on your end and the registrar's simultaneously will bring the
world crashing down on your head.

But before I give my suggestion for doing this, I have to ask: is it
possible to bind more than one IP to the same site in Cobalt's OS?
