You would not run DNS on your server, since the authorative nameservers
are at 123-reg.

This would depend on several things.
How soon 123-reg actually makes the cahnges.
and Nameservers on the Internet will have your records cached.

Can you change TTL at 123-reg?
If so make it a low value, say 3600 for 30 minutes.
