Okay this sounds like the user is not a site admin but if that is not the
problem. Let the user change the host directory in the dreamweaver settings.
Go to 
Site > Edit Site > Remote Info > Host Directory and fill in the following
../../web/  and then test it

(how to do this with homesite I do not know but a lot of people use
dreamweaver without any problems so it must work!)
