Have you take the fans apart, cleaned them and lubricated them?
This will usually give them entirely new life.

Remove the seal sticker, wash the fan in warm soapy water, dry it with an air compressor and place a small drop of light dc motor oil on the bearing. Replace the sticker and presto - a new fan.

Works with almost all pc-fans I have ever seen that were "dead".
