As root do:
/usr/sbin/popauth -delete username
To see who's in the database do:
/usr/sbin/popauth -list
To zap everyone do:
/usr/sbin/popauth -init
Database filename is /etc/pop.auth
'man popauth' for all the other trivial details. :)
