Make your RaQ a secondary email server, have 'MX' record with low priority
on the nameserver.
The nameserver will have both MX records and will send to the high
priority server if it is up, else it will send to your mailserver.
Your mailserver can queue the mail for users it doesn't know about, or
deliver to users it does know about.
You must have it 'relay' for all domains though.
